When does parking apply?
Mainly on arrivals, when the car waits at the airport for you to land and come out. On a quick drop at the departure curb, the car usually does not park. The amount depends on how long the car is inside the airport area.

Why is parking not included in the fare?
Because it depends on how long the car waits, which depends on your flight and your luggage. Charging the actual amount means you never pay for parking time that was not used.
