The question is usually not whether contract workers can be carried, but who pays and who manages the roster. When the plant pays, it simply adds them to its route lists. When the contractor pays, the contractor's supervisor manages the list and receives the invoice. Mixing the two on one vehicle is possible but needs clear rules in both agreements.
