Strategy Corporate transport guide

Moving hundreds of people to a plant or an office every shift is a business of its own: vehicles, drivers, permits, backups, rosters and records. This guide sets out, for HR heads, admin and purchase managers, why most large companies hand that work to a transport vendor, what they keep in-house, and the cases where running your own fleet still makes sense.

Executive summary

- Outsourcing moves the work, not the responsibility: the vendor runs vehicles and drivers; your company still sets the policy and checks the service.
- Six reasons drive the decision: no capital, compliance handled, backup vehicles, flexibility with headcount, reporting, and management time.
- Own fleets still fit a few cases: very small, very fixed or highly sensitive movements.
- Start small: a pilot route shows whether a vendor works before the whole contract.

Written by a transport vendor; we have set out the case against outsourcing too.

- 8+ yrs in business, since 2018
- GST and MSME registered
- 24/7 all shifts, one number

This guide is for companies buying transport. Car owners: we run our own fleet and are not adding cars from owners at the moment ([why](https://www.shivshaktitoursandtravels.in/answers/cars-and-fleet/attach-your-car/)).

Quick answer

Big companies outsource employee transport because a vendor brings the vehicles, drivers, permits, backups and daily dispatch, so no capital is tied up and managers stop running a fleet. The company still owns the transport policy, the roster and the review of the service. An own fleet still fits very small, fixed or restricted-site movements.

Chapter 01

## What actually changes when you outsource employee transport?

The vendor takes over the vehicles, the drivers, the permits and papers, the backups and the daily dispatch. Your company keeps the transport policy, the rosters, the budget and the job of checking the service.

Running transport for shift staff means owning or leasing vehicles, hiring and managing drivers, keeping commercial permits, insurance, fitness and PUC papers valid, planning routes, sending a replacement when a vehicle breaks down at 5 AM, and keeping records for audits. When a company outsources, all of that moves to a transport vendor under a written agreement.

What does not move is accountability for your employees. The company still decides who is eligible, which shifts are covered, how late drops are handled and what service it expects. The best arrangements are clear about that line from the first day.

Who does what, in each model.

| Task | Own fleet | With a vendor |
|---|---|---|
| Buying or leasing vehicles | Your company | The vendor |
| Hiring and managing drivers | Your company | The vendor |
| Permits, insurance, fitness, PUC | Your company | The vendor, shown to you on request |
| Backup vehicle on a breakdown | Your company | The vendor |
| Route planning and dispatch | Your company | The vendor, with your roster |
| Transport policy and eligibility | Your company | Your company |
| Checking the service | Your company | Your company, with the vendor's reports |

Chapter 02

## Why do most large companies choose a vendor?

Six reasons come up again and again: no capital tied up in vehicles, compliance handled, backup vehicles, flexibility as headcount changes, reporting, and the management time it frees.

### 1. No capital tied up in vehicles

A vendor brings its own cars, Tempo Travellers and buses. You pay for use under a monthly contract instead of buying vehicles that lose value and sit idle between shifts.

### 2. Compliance is someone else's daily job

Commercial permits, insurance, fitness certificates, PUC and driver licences all need checking and renewing. A good vendor keeps them valid, tells you before a document is due for renewal and shows the papers at an audit.

### 3. A backup vehicle is the vendor's problem

When a vehicle breaks down before a shift, the vendor sends another. With us, a replacement typically reaches a plant shift within about an hour, and the backup plan for each location is agreed in advance.

### 4. Headcount goes up and down

New lines, seasonal peaks and new joiners change how many people travel. A vendor adds or changes vehicles under the contract; an own fleet is fixed until you buy or sell.

### 5. Reporting comes with the service

GPS tracking, a daily trip report, boarding lists and a monthly report of trips, delays and complaints give HR and finance the facts without building a system.

### 6. Management time

Dispatching drivers at night and handling breakdowns is not why your managers were hired. One coordinator on the vendor's side takes those calls.

> The vendor runs the vehicles; the company still owns the promise it makes to its employees. How we explain the split to new clients

Chapter 03

## When does running your own fleet still make sense?

When the movement is very small and fixed, when vehicles must stay inside a restricted site, or when your company already has a transport team that works well.

Outsourcing is not always the answer. An own fleet can make sense in a few cases:

- One or two fixed runs that never change, with a driver already on your payroll.
- Vehicles that must stay inside a restricted site, where outside vehicles cannot enter.
- An existing transport team that works well, where change would cost more than it saves.

Many companies mix both: a few own vehicles for a core movement, and a vendor for shift routes, peaks and backups. If you are unsure, a pilot route answers the question with your own data.

Chapter 04

## What does an own fleet really cost?

More than fuel and drivers: purchase or lease, insurance, permits, maintenance, spare vehicles, driver absence, records and management time all belong in the comparison.

When companies compare a vendor's quote with their own fleet, the own-fleet figure often counts only fuel and driver salaries. A fair comparison counts every line below.

A checklist for a like-for-like comparison; prices depend on routes and are quoted per company.

| Cost line | Own fleet | Vendor contract |
|---|---|---|
| Vehicles | Purchase or lease, depreciation | Included in the price |
| Insurance and permits | Your cost and paperwork | Included |
| Maintenance and tyres | Your cost | Included |
| Spare vehicle for breakdowns | Extra vehicle or none | Vendor sends a replacement |
| Driver salaries, leave and absence | Your payroll | Included |
| GPS and reporting | Buy and run a system | Included |
| Management time | Your managers | Vendor's coordinator |

Our prices are quoted per company in one of three models: a fixed monthly price per vehicle with a kilometre limit, a price per trip, or per kilometre on actuals, fixed for the contract term. See [how monthly shift transport is priced](https://www.shivshaktitoursandtravels.in/answers/shift-transport/monthly-shift-transport-pricing-models/).

Chapter 05

## What should your company keep in-house?

The transport policy, the roster, the budget and the review of the vendor's service.

- The transport policy: who is eligible, pickup rules, late and night drops, conduct and complaints.
- The roster: who travels on which shift, sent to the vendor before the cut-off time you set.
- The budget and the contract: pricing model, term, notice for changes.
- The review: a monthly look at trips, delays and complaints, and action on repeat problems.

A named coordinator on each side keeps this simple. See [what a transport policy should cover](https://www.shivshaktitoursandtravels.in/answers/shift-transport/company-transport-policy-for-shift-staff/).

Chapter 06

## How should a company start outsourcing?

With the facts of your shifts, a route plan from the vendor, a pilot on one route, then the written agreement.

- Collect the facts. Staff per shift, the towns they come from, shift timings and the site address.
- Ask for a route plan. Routes, pickup points, vehicles and timings, with a quote in the pricing model you prefer.
- Check the vendor. Papers, driver licence checks, GPS, backup plan, references where a client agrees.
- Run a pilot. One route or one shift for a trial period.
- Sign the agreement. With an SLA and NDA if you need them.
- Review monthly. Trips, delays and complaints with the monthly invoice.

### Five questions to ask any transport vendor

- Are all your vehicles on commercial permits and insured? Will you show the papers?
- What happens if a vehicle breaks down before a shift, and how long does a replacement take?
- Can we log in to see live location and trip history?
- Will you sign our NDA and an SLA with on-time targets?
- Who is our coordinator, and how do we reach someone at 3 AM?

Questions

## Questions HR and purchase teams ask

**Is outsourcing employee transport cheaper than an own fleet?**

Often, once every cost of owning is counted: vehicles, insurance, permits, maintenance, spare vehicles, drivers and management time. Ask for a quote and compare like for like.
